Austin Recovery is governed by a 21 member Board of Directors appointed by the Travis County Commissioner's Court Judge Sam Biscoe, Austin Mayor Will Wynn and State Court Judge Jon Wisser. The agency strives to have a diverse Board in terms of gender and race as well as professional backgrounds. Board terms are staggered and no Board member can serve more than two 3-year terms. Board members are not compensated for their service.

Bill Wigmore Bill Wigmore
Chief Executive Officer
Bill brings 30+ years experience in the chemical dependency field with leadership positions in nationally recognized treatment facilities including Baton Rouge General’s CDU, Parkside Lodge of Lutheran General Hospital, Cottonwood de Tucson and the Life Healing Center of Santa Fe. Under his direction since 1995, Austin Recovery is now the largest chemical dependency treatment organization in Central Texas and gaining a reputation for excellence that draws clients from throughout the United States. Bill is a national workshop presenter, monthly columnist for Recovery Today, and is a passionate advocate for recovery both locally and nationally. He is an ordained Episcopal priest with a specialized ministry to people in recovery.

Jimmy Ochs Jimmy Ochs
Chief Operating Officer
A graduate of Georgetown University and the University of Texas at Arlington School of Social Work, Jimmy has held various positions at treatment facilities throughout the United States. As the Director of the Dallas Outpatient Center, he helped develop and implement one of the first Intensive Outpatient Programs in Texas. He served as the Facility Director of the Reid Community Center, the largest halfway house and therapeutic community in the United States with 500+ beds in Houston, Texas. He has held various counseling and supervisory positions at the Dallas County Judicial Treatment Center. In 2002 he became the Director of Quality Assurance for Cornell Companies Western Region having clinical compliance, and regulatory oversight for 22 facilities in seven states with over 2200 residential clients.

Scott Walker
Director of Human Resources
Scott brings 13+ years of professional human resource experience in both non-profit and corporate settings. He has in-depth knowledge and skills in employment law, training and development, employee relations, performance management and leadership coaching. Scott offers a unique background including a 16 year previous career in mental health residential treatment and he is also an adjunct university professor here in Austin. Scott is certified as a Senior Professional in Human Resources (SPHR) and holds a Bachelors degree in Psychology and Social Work and a dual Masters degree in Human Resource Development and in Management.

Rick Bolner
Chief Financial Officer
Rick Bolner holds a bachelor of science degree in accounting from the University of New Orleans; he has been a CPA since January, 1985. In his nearly 25 years of experience Rick has extensive corporate and not-for-profit experience. He has worked for American Management Systems, based in Fairfax, VA, and the Cultural Arts Council of Houston/Harris County. Fifteen years of his experience has been at the executive level. Rick has been personally acquainted with chemical-dependency recovery process since August, 1994.

Rena Cantrell
Clinical Director
Rena Cantrell graduated from the University of Texas at Dallas and University of Texas at Arlington School of Social Work. She has held positions in substance abuse treatment for over 18 years. Rena served as Regional EAP Manager for what is now Value Options, one of the largest national Managed Care Companies in the nation. She was responsible for developing and supervising the Clinical Provider network in the SW region. She served as Vice President of Corporate Care Works, a national Consulting Company, providing substance abuse and mental health services to businesses including the State of Florida, Universities and Colleges, Hospitals and City Governments. During her tenure she was Vice President of: Clinical Services, Account Management and Training. In 1998 she became the President/CEO of Center for Corporate & Family Health (CCFH), owned by Renaissance Behavioral Health, the largest non-profit mental health service provider in Jacksonville, Florida.

Dr. John Luker
Medical Director
A graduate of University of Texas Medical Branch at Galveston, Dr. Luker has been working in the addiction field for over 20 years. He has served as Medical Director at numerous facilities throughout Texas including the Adult Substance Abuse Unit at Terrell State Hospital, Cottonwood Treatment Center, Austin House at Monterrey Oaks Adolescent Substance Abuse Center, and the Detox Unit at ATCMHMR. Dr. Luker has maintained a private practice in Austin Texas since 1983. He has been the Medical Director at Austin Recovery since 1996. His professional memberships include American Medical Association, American Geriatrics Society and the American Society of Addiction Medicine.
